What Happened?

On February 11, 2025, Blue Shield of California discovered that between April 2021 and January 2024, Google Analytics was configured in a manner that allowed certain member data to be shared with Google’s advertising product, Google Ads. This incident potentially exposed protected health information (PHI) of Blue Shield members. Although no malicious actor was involved and there is no evidence that Google used the information for any purpose other than targeted advertising, Blue Shield has taken this matter very seriously. Upon discovering the issue, Blue Shield immediately severed the connection between Google Analytics and Google Ads in January 2024, initiated a review of its websites, and enhanced its security protocols to ensure no further unauthorized sharing of member data. On April 10, 2025, Blue Shield disclosed the breach to the California Attorney General's office and began notifying affected individuals out of an abundance of caution.

What Information Was Impacted?

Upon information and belief, the following types of sensitive personal and protected health information may have been compromised:
  • Name,
  • Insurance plan name,
  • Insurance plan type,
  • Insurance group number,
  • City,
  • Zip code,
  • Gender,
  • Family size,
  • Blue Shield assigned identifiers for online accounts,
  • Medical claim service dates and service providers,
  • Patient names,
  • Patient financial responsibility,
  • “Find a Doctor” search criteria and results (location, plan name and type, provider name and type),
